With more than 15 years in practice, Kelly has diverse experience in litigation, regulatory matters, administrative procedure, and government oversight investigations.
She serves as the head of the tax controversy matters team at PKF O’Connor Davies, guiding global tax professionals to represent client interests. Kelly helps clients navigate disputes before the Internal Revenue Service and prepare for tax transactions, advising on the complexities of federal tax administrative processes and procedures, including administrative appeals, statutory and delegated authorities, reporting requirements, closing agreements, private letter rulings, interest abatement and penalty relief, collection alternatives, identity theft and identity verification, and statutes of limitation.
Serving on the tax committee, Kelly leads PKFOD’s tax due diligence efforts, including maintaining the firm’s tax quality control guidelines and firm-wide authority for federal tax practice alerts.
As a member of the firm’s advisory practice, Kelly opines on professional responsibility standards, including matters addressing duties under IRS Circular 230, AICPA standards, and the ABA model rules. She consults on a variety of litigation matters addressing accountants’ liability and advises on tax exposures relating to proposed transactions.
