Sonia Torres is a former Naval Judge Advocate and the former Chief of the Criminal Division for the United States Attorney’s Office for the District of Puerto Rico. During her twelve-year tenure as Assistant United States Attorney, she investigated and tried white collar, violent crime, money laundering, and drug cases. Sonia also argued many appeals before the United States Court of Appeals for the First Circuit. After leaving the United States Attorney’s Office, Sonia co-chaired the white-collar practice group in a major Puerto Rico law firm. Shen then co-founded Meléndez Torres Law, PSC. Her practice concentrates on corporate internal investigations, complex civil litigation, securities, and defending individuals and corporations in criminal, regulatory and forfeiture proceedings. As a seasoned investigator, she has conducted significant FCPA investigations and corporate investigations in Argentina, Brazil, Colombia, Mexico, and Peru, among others. Sonia has successfully represented clients charged with conspiracy, honest service fraud, mail fraud, health care related offenses, and money laundering. In civil forfeiture proceedings, Sonia obtained the return of over $10 million, which had been seized by the DEA and IRS from individuals and corporations. In regulatory matters, Sonia has represented clients before FINRA, having conducted multiple FINRA mediations. She is currently defending dozens of highly contested matters before FINRA related to investments in several closed-end bond funds, particularly allegations concerning suitability, overconcentration, misrepresentation, non-disclosures, and failure to supervise. She has also represented clients before the Office of the Commissioner of Financial Institutions, the EPA, the Puerto Rico Public Service Commission, and the IRS. In 2016, Sonia became a Fellow of the American College of Trial Lawyers, one of the premier legal associations in North America. Founded in 1950, the College is composed of the best of the trial bar from the United States and Canada. Fellowship in the College is extended by invitation only and only after careful investigation, to those experienced trial lawyers of diverse backgrounds, who have mastered the art of advocacy and whose professional careers have been marked by the highest standards of ethical conduct, professionalism, civility and collegiality.
