Bio

My clients include companies operating in the fields of aerospace and defense, engineering, aviation, cybersecurity, information technology, telecommunications, manufacturing, real estate, health care, and life sciences.

I have successfully assisted individuals, non-profit organizations and U.S. and non-U.S. companies with complex compliance, ethics, and regulatory issues and government enforcement actions (criminal, civil, regulatory, and administrative). I have led internal investigation teams in matters relating to whistleblower/qui tam allegations, internal controls violations, cross-border transactions and operations, anti-bribery and anti-corruption, and procurement fraud (e.g., False Claims Act (FCA), Foreign Corrupt Practices Act (FCPA), Anti-Kickback Statute (AKS), and Stark Law issues). I have also assisted clients in responding to subpoenas and document requests, engaging with state and federal government counsel and investigators, preparing witnesses for testimony, interviewing witnesses, making presentations to boards of directors, audit committees, independent auditors, the U.S. Department of Justice and state and federal agencies, negotiating settlements and administrative agreements, and managing reputational damage.

I have counseled clients on a wide-range of federal procurement and business issues, including risk assessment, voluntary disclosures, suspension and debarment, developing and improving compliance and due diligence programs, cybersecurity and privacy, data rights, organizational conflicts of interest (OCI), procurement integrity, small business and prime-subcontractor matters, and mergers and acquisitions. In doing so, I have engaged with civilian and Department of Defense (DoD) agencies, including U.S. Aid for International Development (USAID), General Services Administration (GSA), NASA, and the Air Force. In addition, I have assisted government contractors with pre- and post-award bid protest litigation before the Government Accountability Office (GAO), U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and state and federal agencies.

I am an experienced commercial litigator. I have appeared on behalf of clients in U.S. federal and state courts at the trial and appellate levels, and have represented clients in private negotiations, mediations and arbitrations. I have experience handling all phases of litigation, as well as in providing prelitigation advice to help avoid or mitigate litigation risks, or to pursue litigation when necessary to achieve the client’s best interests and goals.
